A withdrawn answer will not show up in any correspondence, so will not show up in any answer history either. If it is answered again, the history will again show up in correspondences. Withdrawn answers show in the history. For a question that has been answered, refusal does not remove history either. Periods of refusal show up the same as unanswered. The point about refusal is to disable question suggestion to the user.
