If someone is suggesting a change in the primary language version, this is OK as is. Alternate languages can be either initial translations, or new translations. A new translation needs to see the original and the other suggested translations.
It would make great sense if anyone suggesting a modification is able to see previous attempts at modification and old versions of the question. Allow all the versions to be scrolled through, and give, for each version:
